Putin says Russia needs to consider ending conflicts and lifting sanctions
Moscow's demand for the rest of Donbas has not changed, and team-level trilateral talks are planned for early November.

Putin's remark goes wider, naming an end to the conflicts and relief from sanctions.
So far, the talks have run through the Abu Dhabi track and a diesel arrangement with the US. A 4th Russian diesel tanker under that arrangement is set to leave on October 28, with 3 more en route. A planned 40,000-ton Russian diesel shipment to the US is drawing political criticism. Russian refinery attacks and constrained shipments keep diesel tight.
Fighting has continued through every stage of this month's talks. Russia has agreed to resume trilateral talks with Ukraine while strikes continue. Team-level trilateral talks are planned for early November, and technical negotiations could be held in Abu Dhabi in mid-November.
The remark carries weight only if Moscow sets out concrete terms alongside it. Whether sanctions relief becomes a live question depends on whether it is raised in the November talks.
