Greer to unveil steel capacity framework at G20 trade meeting in Milwaukee

The announcement is expected at the G20 trade ministers meeting he is hosting in Milwaukee, Wisconsin, which runs from September 29 to October 1.
The gathering's agenda includes a Global Forum on Steel Excess Capacity ministerial session, Times of Saudia reported. Broader talks in Milwaukee also touch on forced labour in supply chains, the use of food trade as leverage, and possible changes to the World Trade Organization's Most-Favoured-Nation principle, according to Lokmat Times.
India's Commerce and Industry Minister Piyush Goyal is attending and is also using the trip for bilateral talks on a US-India trade agreement, Times of Saudia reported. Semafor reported that the Milwaukee meeting follows G20 sessions on finance and innovation held the previous month and precedes a G20 summit planned for Miami later this year. Semafor also reported that the US has separately imposed a ban on some Canadian imports that took effect earlier this week.
The steel framework follows the US tariff push on steel that began in mid-September, and it lands alongside a separate call from the European Union for reforms to global industrial overcapacity through the G20 and the WTO. Because it targets a longstanding structural complaint about global steel supply rather than setting new tariff levels or enforcement dates, it reads as an effort to build coordination among allies rather than an immediate trade action. China has previously dismissed G20 talk of "overcapacity" as a framing exercise, a sign that any agreement ministers reach on language could still meet resistance once it comes to enforcement. The Milwaukee push fits a broader pattern this year of Washington trying to organise allies around steel and industrial policy rather than act on its own.
