The strike extends a month-long pattern. Progress on scheduling trilateral talks in Abu Dhabi has run alongside deadly Russian strikes, and those strikes have not changed Moscow's position. An earlier overnight barrage of 16 ballistic missiles and more than 280 drones, reported days before this strike, shows that attack intensity has not eased.
Working-level trilateral talks are planned for Abu Dhabi or Switzerland in the coming weeks, with team-level talks planned for early November. Moscow's demand for the rest of Donbas has not changed. Washington is also discussing Russian deals for US oil majors as part of the Ukraine peace talks.
Russian Foreign Minister Sergei Lavrov has said the conflict will continue and is likely to escalate. A civilian death toll of this scale fits that forecast. So far, the diplomatic track has not produced de-escalation on the ground, and this strike gives no sign that is changing.
