The strike on Omsk marks a second hit on the same refinery in two days, as Kyiv's delegation prepares to meet US officials today

The Omsk refinery was also hit on October 8. Zelenskiy's account of a second strike there in two days points to a sustained campaign against Russian refining capacity rather than a single operation.
The strikes come as a Ukrainian delegation is due to meet US officials Jared Kushner and Steve Witkoff on Friday. Zelenskiy has said Kyiv's team plans to press Washington on air defence, and that European negotiators are expected to join the US-Ukraine talks in the coming days. He has also said a separate Ukrainian team is travelling to the United States for discussions distinct from the business talks tied to Russia.
Russia has kept up its own strikes in parallel. Zelenskiy said one recent attack on Ukraine's energy grid, which killed nine people, was among the largest of the war. It came days after Moscow's mayor said 650 Ukrainian drones had targeted the Russian capital region overnight. Separately, Trump has said a call has been set up to discuss Russia and Putin. Neither side has shown signs of pulling back militarily while the diplomatic track with Witkoff and Kushner continues, and Ukraine's renewed targeting of refineries suggests it does not intend to ease pressure on Russian diesel output as those talks proceed.
