Reports say industrial facilities were damaged in an attack on Togliatti, Russia.
Russia has agreed to resume trilateral peace talks with Ukraine, even as strikes continue. The Kremlin said new Russia-US-Ukraine talks may be held in Abu Dhabi. Moscow's demand for the rest of Donbas has not changed.
Strikes on Russian infrastructure have continued through every stage of the diplomatic process this month, including the Oleshky ceasefire arrangement. As with earlier Black Sea and refinery attacks, the Togliatti strike shows that neither side has pulled back militarily, even as the Abu Dhabi talks advance. Team-level trilateral talks are planned for early November. For now, announcements about the process and fighting on the ground are still moving apart rather than together.
