The Kremlin said new sanctions from the United States will hamper efforts to reach peace in Ukraine.
The House passed a Russia sanctions and tariffs bill by a vote of 262 to 159, sending it to Trump. The Kremlin has called the legislation an unfriendly act and said it is monitoring the bill.
The diplomatic backdrop the Kremlin points to has already frayed. Trump said Ukraine had agreed to halt strikes on Russian energy infrastructure, and Zelenskyy said Ukraine struck Russia's Yaroslavl refinery hours later.
The Kremlin's reference to peace negotiations carries little weight against that record. The House has already passed the sanctions bill with veto-proof support, and Ukraine continues offensive operations against Russian infrastructure. Complaints about diplomatic obstacles are a standard Russian response to escalating pressure, and they do not change the course of either military aid or the economic restrictions already moving through Washington.
