Turkey has sent Ukraine and Russia an offer to end fighting in the Black Sea and is waiting on a response from both sides. Russia has struck ships near Ukraine's ports even as an earlier version of that plan sat with Moscow and Kyiv. Separately, a White House official told CBS that the sanctions bill Trump signed gives him discretion to impose tariffs of up to 100% on buyers of Russian oil and gas, including India and China.
Zelenskyy's call for Russia to halt strikes on energy infrastructure reflects a vulnerability that persists despite recent damage to Russian refineries and incoming Western support.
