The legislation, known as the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, passed the House 262-159 last month after clearing the Senate 86-11, according to NBC News. It gives Trump discretion to impose tariffs of up to 100% on countries that keep buying Russian oil and gas, including India and China, though the levies are not automatic, ANI reports. The bill also extends the Iran Sanctions Act of 1996 through 2031, according to The Presidential Prayer Team.
The move sits awkwardly next to Trump's recent openness to negotiating with adversaries, including his signals on Iran and the Houthis. Signing the bill hardens his stance on Moscow just as he has appeared focused on dealmaking, and points to either a political constraint or a shift in his approach to Russia. For risk assets sensitive to geopolitical escalation, or to hopes of a near-term thaw with Moscow, that tilt is bearish.
