Rubio Says Venezuela Oil Flows Climb to 60%-70% of Capacity

Secretary of State Marco Rubio said oil flows out of Venezuela have reached 60% to 70% of capacity and are still climbing.
That level remains well below the 3 million barrels a day Venezuela pumped before sanctions tightened. Even with output rising, the increase looks like a partial recovery within a still-constrained system rather than a change that would move global oil supply in a meaningful way.
