President Volodymyr Zelenskiy said Ukraine attacked Russian refineries overnight. He gave no further detail on the targets or the damage.
The strikes extend a pattern of hits on Russian refining capacity that has become routine rather than exceptional, following similar attacks reported on September 9, September 21 and September 25. Each new strike adds to reports that Russian diesel-refining capacity is being knocked offline, a trend President Trump has called a serious blow to Moscow.
The repeated attacks sit awkwardly alongside a moratorium proposed by President Macron, under which Kyiv would halt strikes on Russian refineries in exchange for Russia sparing Ukrainian energy infrastructure. The continuing strikes suggest that framework has gained little traction on the ground, even as diplomatic efforts elsewhere continue. Talk of a summit between Trump and President Putin persists, though no date has been set.
The Kremlin has said it will keep blocking shipments of weapons and fuel to Ukraine through the Black Sea, as Turkish and French efforts to broker a ceasefire remain stalled. Putin has said Russia gained 1,301 square km of territory in September and has repeated demands for security guarantees and Ukrainian neutrality as conditions for ending the war.
