Iran's Foreign Minister Araghchi says Tehran has presented a new proposal to reopen the Strait of Hormuz and restart negotiations, giving Washington seven days after acceptance to meet undisclosed conditions. President Pezeshkian struck a similar dual tone, saying Iran has not closed the strait and wants to revive its ceasefire framework with the US before the November midterms, while insisting Tehran will "respond strongly" if attacks continue and denying any role in directing the Houthis. The US Senate rejected a war-powers resolution that would have required congressional authorization for hostilities against Iran by a 49-50 vote, with four Republicans crossing party lines.
Energy security concerns are prompting direct action from allies. French President Macron says France will deploy troops, radars and air defense systems to protect Saudi Arabia's Yanbu terminal after the Houthi strike there, and separately warned that a Trump threat to ban US diesel exports would be "catastrophic" while flagging signs Russia could mobilize roughly 300,000 additional troops. Saudi Arabia, Turkey and Pakistan are set to hold an urgent chiefs of staff meeting on backing Riyadh under a joint defense pact.
On the US-China side, Xi called the talks with Trump candid and said the two sides reached consensus on "many issues," describing relations as being at a "new historical starting point," language that reinforces the truce extension from earlier in the session without adding new substance.
In corporate news, Akamai Technologies is the standout after-hours mover, up 19.7%, following an $11.6 billion multi-year cloud agreement with Anthropic that could expand to roughly $20 billion in total commitments, alongside separate hardware deals with Jabil and Lenovo. Costco reported fiscal fourth-quarter earnings of $6.60 a share excluding tariff benefits, missing expectations, on revenue of $95.72 billion versus $96.76 billion expected. Blue Origin raised $10 billion at a $140 billion valuation in its first outside funding round. Elsewhere, natural gas (UNG) fell 2.4% after-hours and TE Connectivity slipped 2.0%, while emerging-market value shares (DFEV) gained 3.8%.
